CEO & Founder
Steve Kelly is the co-founder and CEO of ELAP Services LLC. Founded in 2003, ELAP’s innovative approach to bring rationality to the price of health services anticipated the future of health care years ahead of current health care reform initiatives.
Mr. Kelly is a recognized expert in the insurance, employee benefits and risk management industry, possessing over 30 years of experience in solving his clients’ health care challenges. Since the formation of ELAP, Mr. Kelly has helped hundreds of employers increase their profits by empowering them to take control of their health care cost using ELAP’s groundbreaking approach.
Mr. Kelly has been featured as an expert commentator on the U.S. health care system on National Public Radio, The Philadelphia Inquirer, Newsweek, FOX Business, The New York Times and many other outlets.
Steve is active in the community and serves as the President of Eagles Fly for Leukemia, a charity that supports research at Children’s Hospital of Philadelphia and provides financial support to families impacted by pediatric cancer. In addition, Steve serves on the Executive Committee of Citizens Diplomacy International, a Philadelphia based organization dedicated to furthering international exchange in areas of commerce, culture and government.
Mr. Kelly resides in Villanova, PA with his wife Susan and son Evan.
Executive Vice President & Co-Founder
Woody joined Aldwyn Group as a stakeholder in September 2001, and he subsequently co-founded ELAP Services LLC with Steve Kelly.
Previously, Woody worked for nine years at one of the Top-20 insurance brokerages in America and served as a Property & Casualty insurance producer. In 1996, Woody received the Chartered Property/Casualty Underwriter (CPCU) Designation. He graduated in 1990 from the University of Georgia with a BBA in Risk Management & Insurance, and he received an MBA in Marketing from Georgia in 1992.
J. Patrick Foley
Patrick Foley joined ELAP in January 2017 and leads overall strategy and operations of the company. With over 18 years of experience in healthcare and technology, he most recently served as Senior Vice President, Delivery and Operations, for Lumeris, a population health management solutions company. An engineer by training, Patrick spent the first part of his career with Texas Instruments (TI) in the San Francisco Bay Area before making the switch to healthcare. After leaving TI, he joined HealthSpring (now part of Cigna) where he built risk-bearing accountable provider organizations and operated Medicare Advantage health plans, ultimately serving in Regional President roles operating Cigna-HealthSpring’s Medicare Advantage businesses in the Southeast and Mid-Atlantic.
Patrick earned a BS in electrical engineering from the University of Notre Dame and an MBA from the University of California, Berkeley
Chief Financial Officer
Mike Burnett joined ELAP in January 2017 to lead the finance function of the organization. Mike has over 30 years of professional Finance experience and was previously CFO for PDR and MediMedia USA, as well as holding financial positions at IMS International in London. He has expertise in financial management as well as consolidating and strengthening high growth, private equity backed businesses and newly integrated organizations.
Mike holds a BSC Honors, Business Studies from the University of Bradford in England.
VP, Business Development
Rob Lord joined ELAP in March of 2016 as Vice President of Business Development. Rob is a sales management executive with more than 25 years of leadership experience in the insurance industry including Medical, Disability, Life, Dental, Long Term Care and Special Risk. He has partnered with brokers and consultants to sell customized benefit solutions throughout the United States.
Most recently, Rob served as Chief Sales Officer for Evergreen Health in Baltimore, MD, where he built a sales team from the ground up and grew sales from zero to over $120 million. His previous experience includes General Manager at Unum Provident, Regional General Manager at Cigna, and Head of Sales at Aetna, among others.
Rob holds a Bachelor of Science with a concentration in Economics from Johns Hopkins University.
VP, Client & Member Services
Lisa joined ELAP in December 2016 as Vice President, Member and Client Services. She will lead both Member Advocacy and Client Relationship Teams.
Lisa has more than 30 years of experience in healthcare, insurance and managed care. With a focus on strategic planning, product development, and operational excellence, Lisa has lead organizational growth and process improvement efforts for several healthcare organizations. Prior to joining ELAP Services, Ms. Getzfrid served as chief operating officer at Health Partner’s Plans based in Philadelphia, PA. She also served in the role as enterprise vice president of health plan operations at Conifer Health Solutions, based in Encino, CA and at AmeriHealth Caritas. As senior vice president of operations at Inovalon, Inc., Lisa focused on data analytics and was responsible for overall operations. Lisa is Six Sigma – Black Belt Certified. She received her undergraduate and graduate degrees from the University of Michigan, Ann Arbor.
Jeffrey J. Norton
VP, General Counsel & Chief Compliance Officer
Jeffrey J. Norton, Esquire, joined ELAP Services in 2016 as Vice President, General Counsel, Chief Compliance Officer and Secretary. Jeff is an accomplished General Counsel with a depth of experience in corporate transactions, strategic mergers and acquisitions, regulatory, compliance and litigation, representing public and private companies in commercial, healthcare, manufacturing and insurance industries.
Prior to ELAP, Jeff served as Vice President, General Counsel and Secretary of Glatfelter Insurance Group where he was responsible for all legal, compliance and licensing matters, as well as corporate and Board governance. His prior corporate in-house management roles have also included serving as General Counsel and Secretary with Butamax Advanced Biofuels and Assistant General Counsel with Exelon Corporation.
Jeff received an MBA from Villanova University, a law degree from the University of Pittsburgh School of Law and a bachelor’s degree in economics, magna cum laude, from Washington and Jefferson College. He is a past graduate of Leadership Philadelphia and served in many leadership positions with the Pennsylvania Futures Commission on Justice in the 21st Century, Philadelphia VIP, Pennsylvania Bar Association, Philadelphia Bar Association and the American Bar Association. Jeff is admitted to practice law in the courts of Pennsylvania and New York.
Jeff is married to his wife, Kate, and they have four sons.
Chief Information Officer
Mike Brannan joined ELAP in June 2016 to lead the IT and audit functions of the organization. Mike is a technology, strategy and operational executive with over 20 years of experience leading entrepreneurial teams and innovative projects.
Prior to joining ELAP, Mike was the Chief Innovation Officer at Telerx where he lead strategy, technology and marketing organizations. Prior to Telerx, Mike had various leadership roles at SAP including the Global Chief Strategy Officer’s Chief of Staff tasked with driving strategic projects across corporate strategy, mergers and acquisitions, and industry/solution focused go-to-market organizations.
Mike holds an MA in Management from Pennsylvania State University and a BA in Business Administration from Widener University.
VP, Human Resources
As Vice President of Human Resources, Eileen brings with her over twenty years of experience in Human Resources, employment law and consulting. Eileen leads the company-wide human resources function, developing and communicating strategies to support a capable and energetic workforce.
Prior to joining ELAP, Eileen focused primarily on providing executive consulting to high-growth companies. At PROXUS, LLC, she was responsible for leading the strategic and tactical growth of PROXUS’ HR Client Services Division. She has also held positions as Vice President of Global Talent Management at CCI Consulting, Vice President of Business Development at AonHewitt, and Senior Vice President of Human Resources at AmerisourceBergen Corporation, leading the HR and Employment Law functions.
She earned her Juris Doctorate from Villanova University’s School of Law and her Bachelors of Science degree in Business Administration from Drexel University, where she graduated with highest honors.
